LICENSES
Request for issuance of a license for transport of goods and passengers in domestic road traffic, licenses for auto taxi transport, licenses for special forms of transport in domestic road traffic (renting a vehicle with a driver as a special form of transport), licenses for bus and cargo stations, licenses for performing agency work activity as an intermediary activity when hiring transport capacities of carriers and issuing a certificate for carrying out cargo and passenger transport for own needs.
Administrative fee:
Depending on the type of license, according to tar. no. 15 of the Regulation on the tariff of Administrative Fees (NN no. 92/21, 93/21 i 95/21).
LICENSE FOR PERFORMING PUBLIC TRANSPORT IN DOMESTIC ROAD TRAFFIC
Based on the Law on Road Transport (NN no. 41/18, 98/19, 30/21, 89/21) public road transport activities in the field of domestic and international road transport can be carried out by a carrier (legal entity or individual person) if it is registered for the performance of public road transport activities and if it meets the conditions prescribed by this Act, i.e. the Ordinance on Licenses in Road Transport traffic (NN no. 50/18).
Obligee: Each carrier (individual person – craftsman and legal entity) registered for the performance of public road transport activities is obligated to submit an application for the issuance of a license for the performance of passenger, cargo, auto taxi transport activity in domestic road transport before bussines performance beggins, in accordance with Article 7 and 8 of the Law and Article 3 of the Ordinance (the license for performing activities of passenger and cargo transportation in international road transport is issued by the Ministry of the Sea, Transport and Infrastructure).
Along with the request, the party is obligated to attach evidences of fulfillment of the conditions prescribed by law:
- Evidence of transport activity registration in the register: craft certificate decision of the Commercial Court
- Evidence that the carrier owns or leases at least one vehicle: a certified copy of the traffic license, i.e. vehicle rental or leasing contract
- The autotaxi carrier is obligated to submit the first records, which must at least contain:
- name, surname and residence of individual person – craftsman of autotaxi carrier, i.e. company name and registered office of the legal entity of autotaxi carrier
- autotaxi carrier’s OIB
- registration and VIN number of the active vehicle used for autotaxi transportation
- model year of the vehicle according to the VIN number of the vehicle
- manufacturer’s name and vehicle model.
REMARK: All changes in records, after obtaining the license, autotaxi carrier is obligated to submit to the license issuer within 8 days from the date of the change, in a way to submit the latest updated version of the records and the list of changes of deleted and registered vehicles in relation to the last records that he submitted to the licenses issuer, where the submitted updated record or list of changes must contain the date of deletion or entry of each individual vehicle in the subject record. Changes in records can also be submitted via e-mail.
- Evidence of financial ability:
- Carrier fulfills the condition of financial ability if, at disposal assets, he owns the amount of at least €9,000 for the first vehicle and €5,000 for each subsequent vehicle. Exceptionally, for purpose of obtaining a license to carry out the transportation of passengers in vehicles that, in addition to the driver’s seat, have a maximum of eight seats (personal car category M1), it is considered that the domestic carrier has financial capacity, at disposal assets, if he owns the amount of at least €3,000 for the first vehicle and €1,500 for each subsequent vehicle.
- Financial ability is proven by one of the following pieces of evidence: an excerpt from the appropriate register on the amount of the founding capital; or a copy of the balance sheet submitted to the tax administration; or a list of fixed assets, proof of purchase and payment of vehicles, devices, equipment or business premises; or ownership certificate for unencumbered properties; or contract on dedicated deposit in the bank; or bank or other financial institution guarantee on creditworthiness; or confirmation of available funds.
REMARK: A carrier that perform autotaxi transportation of passengers proves his financial capacity with a valid insurance policy for all passengers in the vehicle used for autotaxi transportation, which was concluded in accordance with a special regulation which regulates mandatory insurance in road traffic.
- Proof of professional qualification of person responsible for transport: a certificate of professional qualification or a copy of a diploma in the field of transport and a copy of the work book; or a copy of Commercial Court decision or craft certificate and a copy of the work book, i.e. performance certificate of transport management tasks and a copy of the work book.
- Evidence that the carrier has a good reputation for a legal entity and transport manager in a legal entity and an individual person craftsman: certificate of impunity from the Ministry of Justice, the Administration for Criminal and Misdemeanor Records (obtained by this Administrative Department by official duty), concluded contract on the management of transport operations.
- Evidence that there is no debt for tax obligations and obligations for pension and health insurance, which is proven by a certificate not older than 30 days from the date of submitting the application for the issuance of a license
- Administrative fee in the amount of 700 HRK (payment via general payment slip) – an excerpt from the license for each individual vehicle is additionally charged 35 HRK.

LICENSE FOR PROVIDING STATION SERVICES
Based on Article 99 of the Law on Road Transport (NN no. 41/18, 98/19, 30/21, 89/21)and the Rulebook on Licenses in Road Transport Activities (NN no. 50/18) the activity of providing station services can be performed by a legal entity or individual person who is registered to perform this activity and owns or leases a bus station facility and has a license to perform this activity. The license referred to in paragraph 1 of this article is issued by the competent administrative body of the county or the City of Zagreb, whose scope includes the performance of entrusted state administration tasks related to road traffic.
Conditions for obtaining a license (in addition to conditions specified in Article 16):
- equipment of the bus station in accordance with conditions of the Ordinance on Bus Stations (NN no. 57/2018)
- administrative fee in the amount of 1,050.00 HRK / 139.36 EUR (payment via general payment slip)

LICENSE FOR PERFORMING AGENCY ACTIVITIES
Based on Article 96 of the Road Transport Act, agency activity in road transport can be performed by a legal entity or individual person – a craftsman, who meets the following conditions (in addition to the conditions specified in Article 16)
- business space with a highlighted company at the entrance, which is suitable for business, completely separated from the residential area and which enables the unhindered performance of the activities of an agent in road transport
- concluded liability insurance contract for damage that could be caused to the carrier, the transport orderer or a third party by performing agency activities (the lowest insured amount cannot be less than 150,000.00 HRK / 19,908.42 EUR, i.e. 750,000.00 HRK / 99,542.10 EUR for all compensation claims in one insurance year)
- administrative fee in the amount of 1,050.00 HRK / 139.36 EUR (payment via general payment slip)

TRANSPORTATION OF PEOPLE AND CARGO FOR OWN NEEDS
Transportation for own needs is the transportation of persons or cargo performed by individual persons – craftsmen or legal entities as logistical support for their basic activity, where the basic activity is impossible to perform without such transportation, and the transportation activity is only an auxiliary activity of that person in performing the main activity, and which does not have characteristics of other forms of transport.
Vehicles used for transportation for own needs must be owned by the carrier who is performing transportation for his own needs or must be leased by the carrier based on a rental or leasing contract or must be available for use based on another basis (sublease, etc.)
Vehicles which are used for personal needs transportation must be marked and equipped in accordance with the regulation from article 13. paragraph 7 of the Act on road transport.
Administrative fee in the amount of 500.00 HRK / 66.36 EUR (payment via general payment slip).
An excerpt of the certificate for each individual vehicle is additionally charged 35,00 HRK/4,65 EUR.
A carrier who is performing transport for his own needs is obligated to report the same to the competent administrative body of the county in which it has its seat or residence.
The competent administrative body for transport affairs issues a Transport Registration for its own needs to the carrier by decision.
Registration of transport for own needs is issued for an indefinite period.

ISSUING ACCESSIBILITY SIGNS FOR MARKING VEHICLES IN WHICH PEOPLE WITH DISABILITIES ARE CARRIED
Based on Article 40 of the Road Traffic Safety Act (NN no. 67/08, 48/10, 74/11, 80/13, 158/13, 92/14, 64/15, 108/17, 70/19, 42/20) it is prescribed that persons with 80 percent or more of physical damage, or persons with 60 percent or more damage to their lower extremities, can mark the vehicle in which they are being transported with the prescribed accessibility sign. The accessibility sign is valid only when the vehicle is driven by a person with a disability referred to in paragraph 1 of this article, or when that person is in the vehicle.
The right arising from the accessibility sign cannot be used by a person who is not a person with a disability based on Article 2 of the Ordinance on the sign of accessibility (NN no. 78/08,87/14).
Accessibility sigh in issued by the competent administrative body of the county or the City of Zagreb.
Along with the request for the issuance of the accessibility sign, the party must attach:
- report and opinion of an authorized expert of the Croatian Institute for Pension Insurance, the Institute for Expertise, i.e. the report and opinion of the second-level medical committee responsible for giving reports and opinions under the Act on the Rights of Croatian Veterans of the Homeland War and their Family Members or the Act on the Protection of Military and Civilian War Invalids or a decision on disability (damage of the lower extremities must be at least 60%)
- applicant photo in size 35×45 mm
- identity card copy
- there is no administrative fee for issuing an accessibility sign
